You may like the Philips OneBlade. It won't give you a smooth shave, but close enough to look smart for a few hours. Especially nice with a shavong soap with a minimal ingredient list.
Or, as suggested, a decent hair trimmer might do it, although that won't feel as close.

Looking at the images you have shown here I would suggest that you don´t only have a problem with ingrown hairs. Because your skin getting irritated with every shave using the wrong hard - and software, it looks like you have also a bacterial problem in the meantime.
Like some wise members said before, stop shaving and second please go immediately to a dermatologist!
When your skin looks better you can start shaving again with better shaving products. You will get many professional advices here on ATG how you manage to have good and most of the time irritation free shaves for the rest of your lifetime.

Try to do a map of the face and see in what direction those neck hairs grow. Shave them only with the grain and do it in one pass.

I had the same problem, stopped shave for a bit to aid healing. When it was growing out I could see what way the hair grew. The same area you are having ingrown hairs, I had problems was due to my hair growing up and slightly inward. Shave that area now WTG and bingo.. no more ingrown hairs. Get yourself a nice DE, nothing to aggressive.

As advised I've stopped shaving and have ordered a DE razor. Will post another update after the next shave.
