I suspect there's either a quota or that sometimes, the volume is just too high and they have to move it at the cost of omitting slapping charges on it to save time.If the system is hit and miss what's the point of the system? Can contact parcelforce on twitter and they will give you the reference number to make payment instead of waiting for the letter.
