This is a German travel razor made in Solingen, most likely by the company Aequator Solingen . The "A Safety Razor Compendium" includes this information " Aequator Rob. Hömanne Söhne, Germany. On 1922 trade name list. Copy of Gillette double ring style; silver plated. ".

That one actually looks a lot nicer than the one above.

My mind is blown i have no clue how you tracked it down. This razor is has a very unique shaving feel. I need to figure out how to get it back to like new condition.

There's definitely a difference between them. The concept and some engineering decisions are more important here. I'm sure this is a German shaving school. The top one looks very much like a simplified copy. In fact, many manufacturers in Germany didn't label their razors at all.
