I think you will find customs officials can open pretty much what they want in 99% of jurisdictions

I received a non-alcohol lotion from Chatillon Lux. Do you think they opened it, check it that it didn't contain alcohol inside and closed it again? I really doubt, the package didn't seem rearranged.

I didn't say they open all packages, just that they can if they want

Items cleared by scanning obviously won't get opened
