quick answer, generally speaking how far back does the hole go? just an estimate is good enough I know it varies
 
It's really up to you, but a good practice is just to mimic where the holes were in the original scales. Some people put the hole a bit too far forward on the wedge end for my liking. I want a little bit of space between the hole/pin and the furthest edge near the tip of the razor. Balance the two holes with your eye, what looks good usually works fine.

You want some space between the hole and the edge of your wedge that faces the razor tip. If you drill it too far towards the pivot end, the pressure won't be right when you peen, and your wedge/spacer will not be flush with the scales. There might be gaps because there was not enough material towards the front edge of the wedge/spacer, regardless if your wedge was made properly and both sides are perfectly flat.
